An office block that serves as headquarters to the National Administration of Power Plants and Electric Transmissions (UTE). It stands out for its imposing size and simple lines. Its four glasscovered sides are exposed to the sunlight. Because it is located in an area of lower buildings, it has become an easily visible landmark in the city.

It was designed by architect Román Fresnedo Siri in 1948 and was inaugurated in 1951. It is reminiscent of the architectural style of North American office buildings of the time.
